No, it's not some offensive new slang term. They are just pants or diapers for dogs who are in heat. "Bitch" here is the traditional, non-profane use for female canines. The basic idea is to keep your dog from getting pregnant by having a layer of clothing so that a male dog cannot have sexual intercourse with your dog. Even taking a dog in heat for a walk can attract aggressive males, who may be willing to ignore any protests you make to get what they want.
You can usually get them on ebay - they're not very widely sold, however. If you don't find them that way, you can use a diaper for dogs and pretty much achieve the same effect. You can also wrap cloth around them using a safety pin, just like the stereotypical image from cartoons. It's not ideal, but it works when manufactured stuff doesn't.
